Project feasibility

Empire Engineering regularly provides land developers with expert engineering input in the project feasibility stage such as opinions of cost and investigation into the availability of essential services to facilitate the development. This expert advice assists land developers to make informed and accurate decisions regarding the financial feasibility of a proposed development site.

Planning approval

Our engineers have a comprehensive understanding of Queensland’s planning legislation and Local Government planning schemes. We work closely with Council and consulting Town Planners during the planning application stage of land development. We regularly provide technical engineering input at local Council and State Government pre-lodgement meetings. We prepare comprehensive and accurate Stormwater Management Plan Reports and Traffic Impact Assessment Reports to be submitted as part of a development application for Material Change of Use or Reconfiguring of a Lot. These reports often accelerate Council’s development assessment process and facilitate “cleaner” planning approvals for the project.

Detailed design

We pride ourselves on our innovative approach to engineering design and are committed to developing individualised design solutions that achieve the best possible solution for the individual client and the specific development site.

Our engineers have an intricate understanding of Council planning scheme policies, Department of Main Roads specifications, utility provider specifications, relevant Australian Standards, and best practice industry standards and guidelines. Land developers can be assured that our design will meet all relevant regulatory requirements whilst not being limited by these requirements.

Operational works approval

Empire Engineering will take on the role of operational works applicant for your project, including pre-design and pre-lodgement meetings with Council engineers and town planners. We maintain a constant stream of communication with all stakeholders through the assessment process, saving time and money on delays from lengthy information requests and onerous development approval conditions.

Tender and contract documentation

Our in-house project managers and engineers have comprehensive experience with contract administration in accordance with the requirements and recommendations of AS 4000 General Conditions of Contract. Empire Engineering has an excellent working relationship with a suite of skilled and professional civil contractors to ensure your project will be competitively tendered and expertly constructed.

There can be a large financial risk associated with taking on a land development project, the main expense of which is generally the cost of the civil construction works. Engaging a civil contractor through a professionally prepared AS 4000 contract minimises risk by providing regulatory structure to procedures and processes regarding construction timeframes, payments and security.

Supervision of contract and certification of civil construction

Our project engineers are heavily involved with your project through the planning, design and approval stages. Therefore, once the project reaches construction our engineers will already have an intimate understanding of the project requirements. Upon commencement of construction any stalling or delays can be terminal to the viability of a project. Our engineers are expert communicators and arbitrators and have the skills and confidence to make timely and informed decisions to ensure your project maintains momentum.

Engaging a professional engineer to supervise your project allows us to provide Professional Engineering Certification of the construction works. This will ensure that the works are not only completed to an appropriate standard of quality to meet your expectations but will also satisfy various compulsory state and local government statutory requirements.
